Of course, yes! The interaction of colors means that the colors are constantly interacting no matter what. They are not independent features of reality, nor absolutes. They are seen and felt depending on their context.
Is it because of their hue? Not only because of their hue. Even the most simple aspect of a color, namely, its value, looks different depending on the context. The same grey can be felt clearer in a darker context and very solid and dense in a clearer one. Look how different the scale of values looks like depending on the background:
It is difficult to believe, right? Well, much more difficult to paint if the palette has the colors displayed in another context than as they are on the canvas. How to work with the colors on the palette if they will look different on the canvas? Try to display your colors on your palette in a scale of values, so you immediately know where to find a darker or lighter color.
Again, we cannot trust in the beliefs of our visual perception due to the multiple crossed phenomena at play in it.
Good luck!
